Personal and Business Data Visibility Levels
Inforegister and related business information services
This guide explains which business data related to a person is visible to a logged-out user, which is visible to a free logged-in user, and which data is processed in the system in order to identify companies and the persons connected with them reliably.
Overview of services, solutions and opportunities available to companies: https://voimalused.inforegister.ee/
1. Data origin and register sources
The business information used in Inforegister’s personal and company profiles is based primarily on data from the Estonian e-Business Register and other lawful business-information sources. Register data is used to link the correct natural person with the correct company, role and historical relationship.
Inforegister does not obtain or display private-life data from hidden or non-public sources of private-life data. The sources of business information are official registers, business data supplied or published by the person or company themselves, and other lawful public business sources.
- Public register data on legal entities can be viewed free of charge through the e-Business Register’s single query.
- The data fields of the e-Business Register’s data services and API queries include, among others, the personal identification code, date of birth, name, role and representation-right data.
- The description of the detailed company-data query lists name, date of birth, personal identification code and roles as search and relationship fields for natural persons.
- Since 1 November 2024, downloadable Open Data files have not contained personal identification codes. Downloadable Open Data files must therefore be distinguished from the other official query and data services of the e-Business Register.
2. Personal profile: logged-out and logged-in view
The table below describes the visibility of the personal profile. A free logged-in user can see more detailed register and history information than a logged-out user.
The table describes the usual visibility of a personal profile. If the public visibility of a personal profile has been restricted, a “YES” in the table does not mean that the relevant information remains visible to logged-out users on that profile. Section 7 explains the scope of the restriction; the company profile is addressed separately in section 3.
Each data block has an information icon explaining the content of the block, the origin of the data and the meaning of the indicators.
| Data type | Logged-out | Free logged-in | Explanation |

3.1. Business contacts
Company contact details displayed on a personal profile belong to the company or companies associated with that person. If a person has supplied their own telephone number or email address as a company contact, it is displayed as a business contact and not as a separately collected private contact detail.
3.2. Business address
A company profile displays the company’s address. A business address displayed in a person-related view comes from the registry details of the associated company or companies. If a home address has been submitted as the company’s registered address, the two may coincide. This does not mean that Inforegister has independently established the person’s home address.
4. Detailed data, personal identification code and history
The full personal identification code is used primarily to ensure that a person is distinguished precisely and linked correctly to register roles. A name alone cannot always be used as a reliable identifier because several people may have the same or a similar name.
- to distinguish between persons with the same or similar names;
- to link the correct person with the correct company and role;
- to prevent a management board, ownership or beneficial-owner role of another person from being attributed to a person by mistake;
- to maintain the continuity of current and historical business information;
- to compare and update data against official register sources.
The history function allows a logged-in user to see earlier states of business roles and relationships. A historical relationship does not mean that the role is still current; historical information describes an earlier business relationship entered in the register.
5. Company scores are not natural-person scores
A personal profile brings together a person’s business relationships in one view. For this reason the credit score, reputation score, financial information, liabilities or other business indicators of an associated company may be visible on the person’s profile. The object assessed by these indicators is the company.
Company net asset value and company value calculated using the income approach describe the economic indicators of associated companies, not the person’s private assets, bank balance or personal net worth. Company liabilities do not, by themselves, mean that the person owes those debts personally.
5.1. Registered and analytically identified beneficial owners
Registered beneficial-owner information reflects data submitted to the register. The “Analytically identified beneficial owners” block is based on analysis of business relationships and ownership structures and describes possible control or benefit. An analytical result may differ from the registered entry. More detailed explanations of the analysis and the value indicators are given in the information icon of the block.
6. Contractual data services and API
A contractual data service or API does not give the user unrestricted access to the entire Inforegister database. Business data is provided on the basis of the data-field description, the access right and the purpose of use of the specific service.
- An API is a technical delivery channel, not a separate category of personal data.
- Information delivered through a data service may contain the same register and business data that is used in web and report views.
- The scope of access derives from the specific service and the contractual access; it does not automatically give the user access to all data processed in the system.
7. Restricting the visibility of a personal profile
Restricting the public visibility of a personal profile concerns primarily the public discoverability of a separate personal profile. It does not automatically mean the deletion of correct company, management, ownership, beneficial-owner or historical business information from company profiles or underlying databases.
- Restricting a profile does not make a historical register fact non-existent.
- It may still be necessary to display a company’s lawful manager, representative, shareholder or other register relationship on the company profile.
- Internal processing may continue where there is a continuing purpose and legal basis for it.
8. Before contacting customer support
- 8.1. Check the view: are you looking at a personal profile or a company profile, and are you logged in?
- 8.2. Open the information icon beside the relevant data block and read the explanation of the data field.
- 8.3. Check the source: is the same information in the business register, or has the person or company supplied it as business data?
- 8.4. Check whether the role is current or historical and which period the economic indicator covers.
- 8.5. If your question remains, send customer support the page link, the name of the data block and field, and a description of the question or suspected error. State whether you were logged in and, where possible, include a source supporting the correct information.
